For Amlogic-ng builds (only tested on S922x) the video will have minor stutter if
"Vertical blank sync" isn't set to "ALWAYS" And "Sync playback to display" isn't set to TRUE
this possibly affects all builds using the ne rebase but don't have the hardware to test others.
