Check-in Configuration: Areas/Groups

I have been receiving errors when trying to move an area in the list. Adding details to the areas and groups saves without any issue but if I change the order of the areas an exception is thrown. It looks like it is a timeout issue.

Think this was due to known issue with db txns and cached items and is fixed in next update (0.13), but will confirm.
