Form Builder Header Fields doesn't allow HTML anymore.

Description

Before we updated to 16.4 we were able to use HTML in the header field of the form builder.

Now when you go to use Header tags the error code tells us there is invalid characters in the field < or >

Actual Behavior

When Using HTML in the Header field to format the text when you hit submit. the error code reads

Please correct the following: Content contains invalid characters. Please make sure that your entries do not contain any angle brackets like < or >.

Expected Behavior

The expected behavior is that it would allow the Tags like before and format the text reading the HTML.

Steps to Reproduce

• Go to 'Form Builder then to any form or create a new form
• Click on 'Builder in the new form and then click the pencil to edit the header section on the form'
• Type in "

  "
• See error
