Epic - Community Sandards Tracker #150

Summary

As our codebase grows, this project is attracting more open source collaborators to engage in development. It's time to make our project meets opensource community standards.

The objective of this epic is to formalize this repo so that open source collaborators could engage without much effort. We need to add Readme and other documents, emphasize PR Templates, etc. The issues in the Feature section are just an incomplete list of todos, so any idea about this epic is welcome under this issue.

Should we add some description about "community developers will be our DAO members, and will get SPL token as benifits ", the amount will judged by our DAO members and core developer?

And do we need gitter channel? Our just discord for now is OK.

It may be the pattern we will apply later, But now I think we'd better focus on the short term goal.

Discord is just ok for current community. We can evaluate gitter if we need it later.
