Add Spark plugin during initial boot #16

Instead of asking people to download the Spark plugin manually, the kernel itself will automatically download and run it.

I forgot to reply to this PR, but tbh is this really needed? I never thought to myself “wow I really needed spark to be indirectly integrated on the server”, I’m using spark manually by downloading the plugin and using it and I never had any issues with it

Keep in mind that SparklyPaper is a fork that I made for myself for my own Survival server, so I end up only adding patches that do provide a substancial benefit for my own server.
