Not all on-screen controls can be hidden

What steps will reproduce the problem?
1. "Touch Input" toggle is unchecked in Settings 
2. Load ROM from main menu screen
3. Touch controls are hidden when rom loads
4. Load a rom from sub-menu screen at bottom ("Load ROM" to the right of "Load 
State"
5. Buttons X, Y, Z, and C are visible on screen, rest of the onscreen controls 
are still hidden from view

What is the expected output? What do you see instead?
I expected all on-screen controls to be hidden 

What version of the product are you using? On what operating system?
Genplusdroid v1.8, running on ICS 4.

Please provide any additional information below.
This issue appears to occur regardless of ROM loaded. Even loading the same rom 
from the sub-menu screen triggers the buttons to become visible.

Running on ICS 4.0.3 on Asus Transformer Prime.
