I have the Samsung Galaxy S4 and I have the same problem. On the settings menu 
it will not let you check the box to allow you to turn it on

I have a Sony Xperia Z3 Kitkat 4.4.4 and the problem is reproduced from 
seemingly every angle I attempt to go Into setting and highlight enable. 
Doesn't matter if a rom is open or not. I have the latest version available 
through Google Play Store 4/5/15
