valid verbLat,verbLon but blank decLat,decLon: not sure what happened here. Maybe the verbLat and verbLon got entered but no one had time to translate these into decLat and decLon? Or datum unknown, so translation not possible?

Some actually have verbatim lat long, others don't, and are hold-overs from migration.
