We actually have already nomen inquirendum
in the list of possible statuses (see picture below).
Two commissioners responded so far on my request. People do not feel strong about differences between nomen dubium vs. nomen inquirendum. The general feeling is that nomen dubium is more permanent status than inquirendum. For example, "I studied type, but still cannot say much about the identity of the species", vs. "I do not know the identity of the species and planning to study the type". I consider both as a temporary status, before a neotype has been designated.
