[Bug]: Data-Geographic Areas: diacritics not rendering

Steps to reproduce the bug

1.Go to Data, Geographic Areas
2.Type in Vietnam
3.See Adm1s under Children

Some (but not all) diacritics are not rendering properly. The character rendering is also reflected in the filter results.

These Adm1s are not represented in our data.  For example, there are no special characters in our Adm1 data on AntWeb for CASENT0178557. And we have no Adm1s entered for CASENT0718547 or CASENT0104301.
