There are many considerations, but the licence, community, and activity seem to indcate this is a logical target to move towards, potentially deprecating our use of GADM.

Overture data is about to release a deprecation of the "admins" theme, to be replaced by "divisions". Nomenclature of corresponding levels is murky, with no clear correspondence to others' ADM0/1/2. Specifically, bug reports cite "level"s as country:2, state:4, and county:6, where there are many cases of missing shapes for counties (apparently corresponding to missing shapes in OSM). Conversely, the divisions theme (expected to drop in May) explicitly enumerates subtypes as below: Overture metadata appears to consistently include ISO 3166 codes, as properties of geoJSON.
