As a publisher I want to route links to TaxonPages via OTU UUIDs

• Project option to list a canonical TP URL
• Maybe a re-direct endpoint to the API
• Also permit hitting OTU pages via https://orthoptera.speciesfile.org/otus/<uuid>

If we create a model:

ProjectOtuResolver

project_id otu_query_params JSONB site STRING like https://orthoptera.speciesfile.org resource (path) STRING like otus/

Then we can map OTU UUIDs to sites that request .html. Sites tthat request .json can hit api/vN.

Feels like maybe we don't need project ID, but could treat this as Community data sensu Namespace. ProjectID could be added to otu_query_params

Another use case beyond the COLDP exports is updating SF IDs/URLs in Wikidata, which are all pointing at the old sites currently:
