Add long-term loan state for Loans #3746

Feature or enhancement

Long-term loans have no return date, but they are not gifts—they can be recalled by the "owner" at any time.

We discussed adding them in the Matrices meeting on the 20th, and they should be able to use the same framework as gifts.

What happened to #3747? It got merged and then reverted in #3749.

It was merged in error without doing proper review first so it had to be reverted. However, once confirmed it is good either we are going to revert the revert or I'll manually merge your repo branch.
