Missing Roanoke County, Virginia; exisiting shapefile is for independent city #4080

https://sfg.taxonworks.org/geographic_areas/29144 is for the city of Roanoke, not the county: County shapefile from google:

Note that just like #3217 if you enter coordinates for an area in the county (not city) it still suggests the city even though it will then error and say the coordinates are not in the shapefile.

Related. Not duplicate. Different city/county mismatch.

I noted several similar issues in the description.

I think in the original geo areas import independent cities that have "donut counties" around them with duplicate names were not both imported. One or the other was but not both.

E.g. Saint Louis the "donut" was imported but not the city, and in this case the city was imported but not the donut.
