As a nomenclature curator can I graft species to higher taxa without a genus as parent?

You can attach a name (perhaps not what is being asked) to any parent, simply change the parent. Nomenclature is just a classification/organization of your governed names, though of course we use it as a proxy for biology in many cases as well.
