fix: remove FF from delete sso-providers endpoint

Description

Removed FF gate on SSO delete provider endpoint to support deletion when FF is disabled.

Motivation and Context

This PR addresses: BED-4852 bug fix

Why is this change required? What problem does it solve? Cannot delete SAML providers when FF is disabled
