Changes to improve deployment speed and for offline support

Added imagePullPolicy: IfNotPresent policy to all images to prevent checking for newer images or always downloading images
Added the nemesis-waiter image to bake packages into image vs downloading them at runtime (like before). Needed for offline deployments.
