-Need to touch up max attrition

This is gonna make lategame wars even more fucked. Supply limits are fine in early/mid game but when armies get to 500k or w/e you need higher supply limits so u dont have to make like 20 armies.

That's the point :D It's only a pain in the ass in places like Persia and Siberia. In most places it functions fine. I tested it out with Clonefusion's mod.
