Create mailing lists for new competition notifications #16

It would probably be best to make separate lists by province.

This is done, just needs to be added to the website! Once the lists start populating, I'll start sending an email along with posting to Socials.

We should also add this to the "When is the next WCA competition in my area?" FAQ.

Edit this sentence "Check back regularly and follow Speedcubing Canada on social media to be the first to know when competitions are announced!" to "Follow Speedcubing Canada on social media and join our mailing list to be the first to know when competitions are announced!"
