Create page or section for Canadian Delegates #18

Instead of linking to the list of all WCA Delegates, we can just have a section that lists all Delegates currently living in Canada and specify their city or region. Adding photos and short bios would be nice too.

We can either pull from the WCA DB directly or just hardcode a JSON file.

Pulling from the WCA DB would require some hardcoding to handle the Abdullah edge case since he isn't listed under Canada.
