Part 1: infra changes

That's a first step for merging #50. The new files introduced in this PR allow to :

• Have a dev environment using docker-compose (and the datastore emulator).
• Configure the google cloud environment
• Automate deployment with a script

Since this PR contain mostly config files, running the project is the test.
