Part 2: backend base

Backend framework (without the db loading code, that will be in part 3) It contains:

• almost all the files but the route ones are empty.
• the models used in the datastore
• the lib functions

The model is hard to test because it requires the datastore emulator to be running and I'm not sure it will be doable in our CI environment.
