Part 3: Load db

This PR contains:

• the code that loads and update the database daily
• the scripts used to setup the compute engine VM
• the Readme that contains all the info regarding the compute engine

Since the code is the one populating the DB if we had a way to make the emulator work in the test env we could make a fake small dataset with all the CSVs to test this.
