OctaHEALPix transforms at low resolution #434

I'm getting some blowups with the OctaHEALPix grid in the PrimitiveDry/PrimitiveWet models at low resolution, for example the initial pressure fields have quite some transform errors that needs investigating

(First time step at T42)

vs 6 hours later (in matrix output, see #134 #140)

Similar at T63, but the model runs stable and doesn't blow up in the first 10 days
