Add blacklist feature #11

This feature allows biffing EE games without breaking the game when EEex is installed.

A text file in the mod folder contains all filenames and/or regexp patterns that should be excluded from the biffing operation.

@Argent77, thanks for the patches!

I had to update the warning and installation instructions for v2.8 because DEFINE_DIMORPHIC_FUNCTION needs at least WeiDU v247, and we'd previously confirmed this WeiDU version and up to cause problems when biffing files with non-ASCII characters (deprecated Latin-1 support). The previous recommendation was to install WeiDU v246 with the latest Generalized Biffing; now it'll also be necessary to roll back to Generalized Biffing v2.7 as a workaround.

Currently, only Infinity Animations v5 is on the warning list, but it's still important to know the current limitations in case any other mod suffers from this issue.

It is also possible to use WeiDU v249 if you choose the x86-legacy version to handle mods with non-ascii characters in resource names.
