Gradle 7.4.2 #134

This PR bumps the gradle version to 7.4.2. The build with not be compatible with prior major versions of gradle. The PR has a dependency on SpencerPark/Jupyter-kernel-installer-gradle#14. License headers were added to some files at some time during my experiments. Would you like me to remove the headers from those files?

@mkitti I have not. It is available via the saalfeldlab fork: https://github.com/saalfeldlab/IJava That is a good solution to me
