fix: update tx_code check #118

add correct check for tx code check, since it got replaced in draft 13

I will update the tests so github action will run successfully.

@nklomp the test with should return http code 400 with message User pin is not required is still failing, I am not sure why :( tx_code is not set and pin is passed, so theoretically it should fail
