unresolved.yaml is the one which uses the sub folder while pe-api*.yaml is the one that is one single file that has all the sub parts 'in-lined'. Please have a look. Basic idea is that you can copy pe-api file into the swagger editor and may be able to see the resultant model objects and APIs created.
APIs ofcourse have no meaning for the scope of this ticket. The paths section lists a dumy API which is just there as a placeholder
