Can't connect offline

When I try to connect offline (no internet connection) I get this message and Im not able to connect sphere.

SO I need to be connected to internet in order to connect local sphereserver.

seems that this is only happening to me, but I dont understand why

I am not sure why, but I can connect my local server without any internet

The problem may be caused by VPN or DNS. I cannot connect to the local server while VPN is on.
