The WindowCovering position goes to 49% or 50% position when requesting "open", "100%" or "99%". However, when requesting "98%" the WindowCovering does indeed go to 98% position correctly. Requesting "close" goes to 0% and all other percentages work correctly.
If I change the max value to 98 instead of 100 (line 1233), the WindowCovering goes to 98% successfully when commanded to "Open" instead of 49% or 50%. This is a temporary work around.
