SpreaderPlacer too slow on bigMachines. #407

To replicate:

Create BIG virtual machine [Machine] width = 240 height = 240 virtual_board = True machineName = None spalloc_server = None remote_spinnaker_url = None version = None

Run small script. ex.IntroLab/synfire/synfire.py Time 0:05:11.451297 taken by SpreaderPlacer And due to oneToOne connections it correctly only uses two chips

One of the causes is now often the chips are sorted.
