I was looking at cleaning up docs (after #507) and noticed that we had an unused class and a ridiculous overblown package structure. This reduces that a bit.
Of particular note:
This moves AbstractSplitterCommon up a package level into the same place as its implementations in PACMAN.
This deletes AbstractSplitterPartitioner as nothing implemented it and nothing used it correctly (its only references were from documentation where it was always actually in error).
