Remove the potential collision report #1065

It was broken. It could not produce correct results. It was disabled. It was unreachable.

It is gone.

fixes https://github.com/SpiNNakerManchester/SpiNNFrontEndCommon/issues/891 or at least allows that issue to be closed.

accepting PR as probably easier to write a brand new report than fix this is ever needed.
