Citation plus #194

This an related PR do a few things everywhere.

  1. Change CITATIONS.cff fixing https://github.com/SpiNNakerManchester/SpiNNMachine/issues/193 as: https://github.com/SpiNNakerManchester/SpiNNUtils/pull/216 https://github.com/SpiNNakerManchester/sPyNNaker/pull/1301

a. preferred (default on reps homepage)is one of the two main pages. b .Authors list is now see github contributors list or our one global list c. added verification

  1. renamed LICENSE.md → LICENSE_POLICY.md as https://github.com/SpiNNakerManchester/SpiNNUtils/pull/217 Updated links to Apache 2.0 and latest pointers in ur docs.

  2. Changed all Apache 2.0 links to https as https://github.com/SpiNNakerManchester/JavaSpiNNaker/pull/761

Agreed with team that doing the same as the above on all other repositories in a combined pr.
