Spinnman integration tests

this pr improves tests in two ways.

Additional testing including windows, mac-os and python 3.13

for windows and mac-os it tests the latest (stable) version with python 3.12 and the earliest supported version with python 3.8
here only the tests are run without coverage
pylint, mypy, and flake8 only run against 3.8 and 3.12
validate check now uses the same steps (just turns different tasks on)

Adds a first integration test using spalloc proxy

To merge this PR you will need to change the branch protection rules.
