Remove v's from pip install for spalloc

I'm not quite sure what's meant by https://github.com/SpiNNakerManchester/SpiNNakerManchester.github.io/issues/23 and https://github.com/SpiNNakerManchester/SpiNNakerManchester.github.io/issues/24 (which seem to be the same issue). Are we saying that "pip install spalloc ..." is not compatible with the current toolchain and people need to get the GitHub spalloc instead?

23 and #24 were that christian said that spalloc wasn't a dependency recorded, but it is. the #24 was because the page needs updating for the new release.
