This is about factoring out the standard steps of our build workflows into their own actions so that we will be able to share them across our builds.

When merging, do not delete the branch! Other repos have to be updated to reflect the change. There will also be a future PR to remove support code that is folded into actions, but that can only happen once all consumers of the support code are fixed to use the actions.
