Drop support for python 3.6 #43

Python 3.6 is end of life, so this and subsequent PRs on other repositories remove that, and also switch to using ubuntu-latest everywhere (which required this change, see https://github.com/SpiNNakerManchester/sPyNNaker/issues/1255).

Just a note (while I have the report for what changed open in my IDE); were the following repos covered?

[x] DataSpecification
[x] spalloc_server
[x] sPyNNakerVisualisers
[x] SpiNNakerGraphFrontEnd
[x] SpiNNaker_PDP2
[x] microcircuit_model
[x] IntegrationTests

I'm totally happy if the answers are "sure, no change needed". It's just that these repos said that nothing changed today. (Also some others said that, but they aren't Python-based so that's natural.)

Looks like there could be problems with spalloc_server (yes, we can't quite get rid of it yet, and it uses SpiNNMan) ~and sPyNNakerVisualisers (because everyone forgets that one!)~ [false alarm; was on a branch]
