This PR adds 4 scripts to do the release steps in a semi automated way.

release.pl

Prepares branches with updated versions with Python and readthedocs builds

testpypi.sh

Pushes the code to the testpypi server
Should only be run once the branches have been checked and tested (github actions not Jenkins)

pypi.sh

Pushes the code to the pypi server
Should only be run once the testpypi has been tested with Jenkins

tag.pl

Converts the Branches on github to tags
Should only be run once the pypi has been tested with Jenkins

Also a file release_steps.text to explain the steps
