Merges sPyNNaker7ExternalDevicesPlugin and sPyNNaker7ExtraModelsPlugin into this module

If_Curr_Duel_exp and Izk_curr_exp and Izk_cond_exp should be moved to extra models.

not fixed, has import errors

All fixed now I believe - I think you commented before the fix... (tests are passing so should be no import errors)
