Test cleanup #30

Opening this pull request now; have done a lot of tidying and renaming, but still probably more to be done, not least anything listed in https://github.com/SpiNNakerManchester/sPyNNaker7/issues/22 that hasn't been finished yet - I'm not sure whether @Christian-B wants to do any more on this branch...

The only outstanding issue left from #22 now (I think) is test_reverse_ip_tag_source; these are currently commented out - I think they probably are necessary as I'm not sure we have any other tests for reverse_ip_tag anywhere at the moment?
