Long-overdue addition of the basic SpiNNaker <-> AER interface implemented on the Raggedstone 2 board.

This is a basic design which implements all configuration options using the buttons on the Raggedstone 2 board. There is on-going work to add a remote control/configuration mechanism, using SpiNNaker packets, similar to that used in the SpiNNaker <-> TUD interface board. The design will be updated when the work has been fully verified.
