Create cozy-1.3.0.ebuild #159

Added and updated the ebuild for the 1.3.0 release of Cozy.

Thank you for your effort, but I saw your PL only when I've pushed my ebuild for 1.3.0,

Also, you missed critical item — meson sets python sheband in a wrong way, which doesn't allow cozy to launch at all.

Also, it is not clear what benefit to have media-plugins/gst-plugins-libav merge conditionally.

Whole section 'src_prepare' is not needed in 1.3.0 along with DOC_CONTENTS.

There some dependencies missed too, but this is more mine mistakes then yours.
