cleaning some packages out of comm overlay to spec repos' #17

Templar overlay for more Blue team packages, IE Security & Privacy. SIEM going to nuke SUGIL as the upstream needs to Jacl-to-Jython IE Jython/ptyhon the code. being TCL PIA ... for most to deal with. zipping it to Attic there are some dead euilds for an actively developed SIEM EAPI like 3/4 I can bump since 3 or 4.0 is out and revive perhaps to Templar. Spike-Rise added for ~~~SO-SO (Sunrise) Quality work in progress Ebuilds.... or stuff that can be better refined as time permits. and to keep QA high on comm overlay , and spike-rise can be tested by spike builder once in a blue moon or so.

now I just need the spike chicken in Armor etc...
