New release v32

Initial public release of PySpinW.

Also add new scripts for a release workflow which is as follows:

1. Update the CHANGELOG.md and CITATION.cff files so the versions match the new version to be released
2. Create a PR with RELEASE (all caps) in the title
3. Merge the PR
4. Manually run the publish_pypi action

At step 3 a github release will be created with the wheel. Check this works before running step 4 which will upload this wheel to PyPI.
