Publish Protobuf Javadocs applying Javadoc Prettifier #388

Right now, we don't publish docs from generated from Protobuf Java code to spine.io. However, we do publish them to the Maven repository via the -javadoc JAR. That said, we don't use our Javadoc Prettifier on the docs (at least in the core-java repository).

Protobuf Javadoc should be universalized.

This isn't the case for Dokka. Once we publish something within 2.x, these parts of the docs will be picked up.
