Update dependencies, consolidate old validation code

This PR introduces the following changes:

• Updated McJava and ProtoData versions — ProtoData is still at 0.9.11. It's not at 0.10.0 because this version introduces a breaking change which requires update of Validation.

• Addresses deprecation of Logging interface

• Consolidates old validation code in the mc-java-validation module. This code is not in use for some time. Now all the code related to older validation is within the module, and it's no longer included for publishing.

Is mc-java-validation really excluded? I didn't see any changes in the main build file where spinePublishing { ... } is configured.
