In this PR we introduce the BuildSpeed test submodule. With the help of a GH Action, run performance tests in PRs. The tests can also be run locally via the checkPerformance task.

@armiol, @alexander-yevsyukov, PTAL. The Windows tests seem to be failing in a previous PR as well. I wasn't able to find the reason for that quickly. I'll take a further look at those, but in a separate PR.
