KDE Discover shows an erroneous "No connection" error on initial launch. This is a known upstream issue:
As a workaround, the APT repositories can be refreshed before launching KDE Discover for the first time. Or, simply click on the Updates button toward the bottom left of KDE Discover and notice that it is actually updating the indexes.
Turns out it was just a matter of not deleting the APT package indices, live-build config option --apt-indices true .
