Mercenary Company Conditional #20

Modify the merc company triggers to prevent the AI from purchasing merc companies when they are over the force limit.

Specific conditionals can be adjusted but the goal is to prevent the merc cleanup script 2 from firing repetitively.

It seems like the 1.25 army_size_percentage trigger for the disband_mercs.2 may be too small for small/medium sized countries trying to purchase a merc company while under the force limit. Say a country is 9/10 force limit and wants to buy a 6 sized merc company. That would trigger the disband event.
